Monuments 3D, HohentwielDECLARATION ON BARRIER-FREE ACCESS

The State Palaces and Gardens of Baden-Württemberg is endeavor to make mobile application (app) “Monuments 3D,” newly developed as part of the BW flagship project “Virtual Reconstruction of Cultural Properties,” accessible to all in accordance with § 10 (1) of the Landesbehindertengleichstellungsgesetz (L-BGG) (state disabilities act).

This declaration on barrier-free access applies to mobile app(s) (apps) that are part of the pilot project “Monuments 3D, Hohentwiel” as well as to all other 3D apps available through the “Monuments 3D” icon.

1. Current compliance with requirements

This/These mobile application (app) is only partially compliant with § 10 (1) of the L-BGG due to the following contradictions and exceptions.

2. Content lacking barrier-free accessibility

The following content is not accessible for the reasons listed below:

Virtual 3D models of the reconstructed Hohentwiel Fortress

a. Contradiction with § 10 (1) of the L-BGG           
The mobile app “Monuments 3D” presents a virtual 3D model of the reconstructed Hohentwiel Fortress. Because it is a purely visual medium, perception of such models is impossible or only possible to a limited degree for visually impaired individuals.

b. Disproportionate burden
In its current state of the art, the 3D model cannot be made accessible, or can only be made accessible with great effort. Omittance of the entire 3D model would mean reducing the app's functionality to that of an audio guide only. A barrier-free version would therefore constitute a disproportionate burden according to § 10 (2) of the L-BGG.

c. Barrier-free alternatives
The visual aspect of the 3D model that is not or only partially available to the visually impaired is compensated for with the app's many audio contributions. A majority of the content is available in audio format. The font size is determined by the defaults for visual impairment in both IOS and Android systems. A list of contents by location and the route the tour takes also facilitate access for the visually impaired.

If the State Palaces and Gardens of Baden-Württemberg do not respond to your inquiry within the period stipulated in Section 8 Sentence 1 of the L-BGG-DVO, you may contact the state commissioner for the disabled or the locally responsible party for the disabled within the scope of the ombud/advocate role described in Section 14 (2) of the L-BGG and Section 15 (3) Sentence 2 of the L-BGG.
